Tools to hiring people with barriers to independence 

Goodwill of the Heartland helps people with barriers to independence. This organization offers a number of time-limited, formal curriculum-based skills training services in cooperation with local businesses, including our Goodwill retail stores. A combination of classroom and onsite training is utilized to help prepare participants for employment success.

Tools for hiring ex-offenders and re-entered citizens

The Work Opportunity Tax Credit (WOTC) is a Federal tax credit available to employers for hiring individuals from certain targeted groups who have consistently faced significant barriers to employment.

The U.S. Department of Labor established The Federal Bonding Program in 1966 to provide Fidelity Bonds for “at-risk,” hard-to-place job seekers. The bonds cover the first six months of employment at no cost to the job applicant or the employer.

Iowa’s PIE program provides private businesses the opportunity to supplement their workforce and fill open positions by employing incarcerated men and women. Iowa Prison Industries (IPI) is the job training program within the Iowa Department of Corrections, providing Iowa’s incarcerated men and women with the opportunity for Building Brighter Futures. Iowa’s PIE (Prison Industries Enhancement) program allows private businesses to hire incarcerated individuals when the business is unable to find enough qualified civilian employees.
