Human Resources Specialist
Description:
The qualified candidate will be responsible for processing payroll, managing benefit programs, and administering retirement programs and audits.
PRIMARY ACCOUNTABILITIES AND RESPONSIBILITIES:
- Processes and administers the Bank's employee payroll within the HRIS, including overall personnel tracking, input and transmission of data, adding/modifying/deleting deductions, reviewing system output for accuracy and making necessary corrections. Monitors tax reporting/payment system including year-end tax return related documents and year-end balancing reports.
- Responsible for all benefit administration. Stays current on benefit trends and advises management on the design of a comprehensive benefit package to meet the needs of the changing workforce. Acts as the primary contact and benefit coordinator for third party benefit administrators. Communicates benefit related information and educates employees throughout the year on the Bank's benefits. Responds to benefit inquiries from employees and handles all post-employment benefit issues such as COBRA, retiree benefits, and unemployment claims. Reconciles all related insurance accounts.
- Administers the Bank's 401(k) and profit sharing retirement plan according to the plan document. Serves as a member of the retirement plan advisory committee. As record-keeper for the plan - ensures all proper documentation is maintain for the plan and employee records. Works with the plan's third party administrator and ensures compliance with all regulatory notices, disclosures, and reporting.
- Administers and tracks FMLA, disability, workers compensation and all leave-of-absence requests. Effectively interprets FMLA and ADA as they relate to leave of absences and disability benefits. Submits and provides follow-up to workers compensation claims.
- Functions as the subject matter expert and system administrator for the HRIS. Sets up, researches and stays current on functionality and upgrades. Trains other users. Works to improve the effective use of the system.
- Prepares monthly, quarterly and annual reports. Prepares reports for distribution to other departments of the Bank. Prepares various payroll system generated reports. Ensures compliance with all records retention requirements. Processes monthly insurance claims and billings by verifying coverage, paying invoices and updating related spreadsheets.
SECONDARY DUTIES AND RESPONSIBILITIES:
- Provides back-up assistance to HR Assistant as needed
- Is a resource for employees and managers
- Other duties and projects as may be assigned.
Starting salary:
$50,000-$65,000

Training, certifications, or degree needed to qualify for the position:
Two-year Associate degree in accounting or business related area
1 to 3 years human resources
2 years payroll and benefit experience
Or equivalent combination of education and experience
Thorough knowledge of regulatory compliance including 5500s for 401(k), ERISA, HIPPA, COBRA, FMLA, FLSA and other federal regulations.
Has developed deep expertise in area of responsibility, and can apply that specialized knowledge, skill and experience daily.
